Conflict of Power and Moral in Preventive Diplomacy Application

Abstract

The inconsistence between security requirements and moral considerations appears clearly after the end
of Cold War, due to the conflicts (internal ethnic conflicts) which has happened from one side, and the
necessity of international community to found acceptable ways to prevent outbreak like this conflicts in
the future from another side. Wherefore, we are trying in this article clarifying this dilemma “the
inconsistence”, and searching for the suitable mechanism to resolve it.
