This study is aimed at developing and validating a holistic educational framework to improve the competencies of students through innovative teaching and assessment strategies. This study aims to address the need to go beyond the traditional mode of knowledge acquisition to more integrative educational environments that foster engagement and meaningful learning outcomes. The study adopts a quantitative, cross-sectional research design where questionnaire data is obtained from a sample of 500 students attending selected higher education institutions. Five constructs, namely teaching innovation, assessment innovation, student engagement, learning outcomes, and competency development, are studied. Statistical techniques, including descriptive statistics, reliability and validity tests, Pearson correlation and multiple regressions, are used to test the hypothesized relationships between variables. The results indicate that there are positive perceptions about all major constructs, with Competency Development (M = 3.879) and Learning Outcomes (M = 3.874) having the highest mean scores. Teaching innovation and assessment innovation were significantly associated with student engagement, while teaching innovation, assessment innovation, and student engagement were positively associated with learning outcomes. Furthermore, student engagement and learning outcomes showed strong positive associations with competency development, with learning outcomes demonstrating the highest relative path weight (β = 0.299). All seven hypothesized relationships were found to be significant at p < 0.001. The model shows that the integration of innovative teaching, assessment, engagement, and learning outcomes can lead to a holistic approach towards competency development. The findings offer practical implications for educators and institutions seeking competency-oriented educational practices.
