Abstract

This paper puts forward a multi-level model for studying regionally integrated systems of innovation (RIS) using a knowledge-based approach. The model employs firm micro-level shifts, meso-level institutional systems and macro-level characteristics of a region to explain the outcomes of innovations. The model is validated through a qualitative comparative analysis (QCA) of selected European regions with differing levels of innovation performance. The results explain the complex relationships across levels and the interplay of different synergetic relationships among firms, institutions, and regions that bolster knowledge-based innovation. This model is intended to assist policymakers in addressing problem gaps in regional competitiveness
