This study develops a comprehensive set of innovation metrics for knowledge-based urban growth evaluation. Modern
cities have a profound and intricate system of intellectual capital and tech-driven advancement. Therefore, growth
indicators do not account for the development of innovation ecosystems, digital infrastructure, or human capital. This
research aims to design and empirically validate a multi-dimensional Innovation Index that captures the characteristics
of knowledge-intensive urban development. The methodology relies on global data integration using the Global
Innovation Index, World Bank urban statistics, and local innovation observatories through composite indexing. R&D
intensity, startup density, smart infrastructure, and knowledge employment ratios are some of the analysed factors.
Innovation-led progress and innovation deficiencies are evaluated in select global smart cities. The results emphasize
the collaborative governance model, the role of the academia-industry nexus, and digital networks in shaping urban
innovation systems. Validation of the framework is done through economic-social development indicators supported
by statistical correlation-regression analysis. With urban studies and policy-making, the main contribution arises from
proposing an innovative, coherent, and adaptable metric tool that helps address bottlenecks amid progress tracking
and guide innovation strategies alongside urban planning towards a knowledge-based future.
